Spotify has artists they partnered up with (e.g. Metallica, Coldplay) in exchange for promotional advantage. Being that Jovi partnered with their rival in Tidal I'm sure has a lot to do with them not being promoted. If they were a massively popular young act with big singles, Spotify would have no choice but to include them. But that's not the case here, obviously.
Lastly, if we're talking Christmas songs, I Wish Every Day should be the one promoted instead of Please Come Home; after it's a Jovi original.
