Yes. About two years ago a fan told me this story. She had tickets to the Frankfurt show and that one got cancelled for those reasons. She even sent me a scan of her ticket for that show. Interestingly the prices hardly differed from the amount of money you had to pay for a Bon Jovi concert back in the day:
