He seems to have 3 modes nowadays.

- Bland uplifting songs that really don't have much substance
- Ballads with very little sexiness or romance (unlike the ones he use to create
with ease like Always, Bed Of Roses etc.

I agree completely. Unfortunately, Jon has the biggest inspiration with 1st type I think, but it just doesn't transpire to the whole end product. With good heart and good intentions but bad or not perfectionist process of getting idea to recorded song, we end up with e.g. Work for the Working man cringe. Though I do think some songs on 2020 are better handled.
But overall yeah, Jovi has lost its formula: optimistic but not cringe, anthemic but not try-hard, larger than life stadium rock (but not "please remember the hook so we can still be relevant")
Again, sincerely I do think on a significant number of songs after HAND it's due to production choices and not going to the limit (especially voice, but also guitar and drums). Even if Jon goes to studio with some solid songwriting, if drums are pre-programmed, if Sambora arrives for 2 afternoons (and then Shanks records over his parts anyway) and if Jon trusts Shanks with no questions asked (the biggest problem), what you get is the vision of one lacklustre and complacent producer that refuses to push Jon, the band, himself to the limit. Sometimes in the past, production was generally good or excellent, but we always at least had live energy of the band (iconic band in live setting in their prime). Nowadays, we have subpar live perfomances but also very erroneous, misguided and not top-level production which makes it much worse, especially when band still had that hit or two left (2009 - 2013)
