In my own personal theory, I don't buy it. If Jon was sent back to the studio because the record label wasn't happy...The three singles from HAND were all on the early version and two did very well (depending on where you live). There's zero chance they heard a song like HAND and said "not commercial enough". Unless someone knows more from an actual source, I do think Jon gave it more time. Lost Highway had some last minute shakeups too, obviously so did 2020.

Yep. I don't think a record company rejects stuff like Nothing or These Open Arms, has Jon come back with Wildflower and Last Cigarette and they go "NOW we're talking, that's a proper album!"
I believe they had a hand in forcing Max Martin onto Jon and Richie since Crush didn't have a potential lead single and I believe that they had a little to do with the change of direction (or loss of just that) on Bounce where the band probably wanted to go for some harder rocking songs like Standing, Another Reason To Believe or Alive that ended up on the Target EP instead.
But neither on HAND nor on LH was there a significant shift in quality due to newly written songs. If anything, the albums dropped in quality in my opinion.
