It'd depend on the promotional team, which I assume was the label? It sounds like the band didn't want it to come out and the label needed something. It's baffling why a totally new album was the product they went with. A throw away live album or random collection of songs seems like it would make more sense if they're working on a new album. I don't know that I blame the band for not putting the care into promoting the album if it were up to them.
